It looks like Valve is finally ready to implement ranked play into Team Fortress 2. They have opened a Steam Community Group for the purpose of testing the competitive update, making announcements, and sending beta invites. So if you want to take part in the competitive update beta testing , you will have to join the group and wait for an invite from Valve.
